Forcing every line of a column this narrow out to the same width leaves only a handful of word spaces to carry the slack, so each one opens up until the gaps line up vertically and a river of white runs down the paragraph.

Setting hyphens to manual leaves the breaking to the author, so an unmarked word still travels whole to the next line and the line it left behind stretches to cover the distance it used to fill.

At a long measure there are enough word spaces on every line that the leftover width spreads thinly across all of them, which is why books and newspapers have justified comfortably for centuries without anyone seeing a river in the page.

With automatic hyphenation the browser breaks the long words itself, so every line ends close to the margin already and justification has almost nothing left to stretch.
